Usually as first salvo when not spotted yet, you can 1-hit people like that. IJN have the least reliable AP on cruisers combined with the best HE so there are only narrow windows when swapping to AP is worth the risk. Unfortunately you will always have those frustrating games where you load AP and do no damage, but the only way to improve that is to keep doing it, see when it works and when it doesn't. Cruisers you can use AP quite reliably below 12km but as others have said it has more to do with angle than distance.
